Mayor Tom Bradley addresses the City Council regarding the need to trim budgets after voters approved Proposition 13. With the city expected to lose nearly one quarter of its budget, department managers have been called on to make cutbacks of 17-30% in their budgets. Other topics covered include a necessary rubbish collection fee, and whether the city might get property tax money from the state, or money from the surplus in the state treasury.
