Synopsis

In a press conference held at the Greater Los Angeles Press Club, two black men address the press about the high cost of rent in the Baldwin Hills neighborhood of Los Angeles. The rental rates in the area while already exorbitant are continually increasing and they are not satisfied with the current activity in City Hall to address the problem. One man discusses an initiative brought about by Councilman Bob Farrell that allows an exception to the moratorium on rent when a capital improvement is made. He emphasizes that there needs to be a clear definition in layman's terms of what constitutes a capital improvement versus a cosmetic improvement to prevent owners from taking advantage of tenants.
