Synopsis

In 1978, California voters passed Proposition 13, which decreased property taxes and reduced the state's revenue. In this footage, an unidentified man talks about the negative impact the recently passed Proposition 13 will have on Chicano people through both layoffs and a loss of bilingual employees providing services to a community with many non-English speakers. He discusses measures that could be implemented to help bilingual people keep their jobs as well as measures that could help reduce the amount of revenue expected to be lost as a result of Proposition 13.
