UCLA TELECINE POLICIES AND PROCEDURES

The UCLA Film and Television Archive telecine suite is located in Hollywood at the Television Center building. This facility is available to students, by appointment only. All telecine questions should be directed to James Friedman, Head of Commercial Development, who can be reached at 1-323-466-0064, or by e-mail at jimf@ucla.edu. To insure the timely transfer of material, please call to clarify any questions and schedule as early as possible.

The following pages are designed to assist in preparation and planning for telecine services.

I: TRANSFER FORMATS

The UCLA Film and Television Archive telecine suite is currently capable of transferring 16 and 35mm print or negative. The telecine suite utilizes a Rank Cintel Turbo telecine with da vinci DUI color corrector, and can encode NTSC video to analog or digital recorders.

Audio material to be synchronized with dailies, and/or transferred to tape, must be supplied on DA 88 tapes. Facilities are available in the Department of Film and Television for transferring source material to DA 88. Flex files or ALE files, complete with printout, are available for students who intend on using non-linear editing systems.

It is also possible to record audio to DA88 from any film or video element.

II: SCHEDULING A TRANSFER

Prior to scheduling a transfer, clients will be required to fill out a telecine order form. These forms will be available in the on the Archive web site, in the Film and Television Production Office, and from the Post Production Supervisor. Clients will need to specify film format, format of audio inputs, video format the project will be transferred to, information on time-code and/or KeyKode as well as any windows desired. The telecine order form also allows space for any comments or notes for the colorist.

Two types of sessions:

Students will have a choice of either supervised or unsupervised telecine sessions.

Unsupervised sessions are transfers without the client present. In these cases the colorist will follow all written instructions from the telecine order form. Once a film is dropped off, telecine will be complete within no more than five working days for unsupervised sessions.

Supervised sessions are transfers where the client is present. In these cases the client will also be able to give additional instructions to the colorist. When mastering to video, supervised sessions are strongly recommended. These sessions will be scheduled at the first available time agreeable to both the client and colorist. Supervised sessions may include a maximum of two individuals plus the colorist.

III: ESTIMATING COSTS

There will be a one-hour minimum per session. Clients will be billed by the quarter-hour once the first hour is complete. This means if the room time is 1 hour 10 minutes, billing time would be 1 1/4 hours.

This rate includes 16 or 35mm print or negative to be transferred to Beta SP or Digital Beta with one audio source. Additional equipment may be used, but there will be a charge of $25.00 per hour for each additional machine. 1/2" copies of tapes can be dubbed after the transfer, but they are not produced at the same time.

Set up Charge:

Prior to beginning any telecine session, the colorist must set up the equipment for the specific transfer requested. To cover the cost of this set-up the client will be billed for 1/2 hour of telecine room time.
(This is not a per film charge, but per client. If a client brings in multiple films there is still only one set-up charge.)

Tape Stock:

Clients have the option of providing a tape, or purchasing tape stock from the Archive. If the client provides their own tape, they are responsible for any problems that are a result of that tape. This means if the tape doesn't work, the client will be billed for the time to re-transfer material. If tape stock is purchased from the Archive, we will guarantee the product. Should the tape be defective, we will repeat the transfer at no cost.

If tape stock is not submitted with the film, Archive tape will be used and charged to the client. (Please see rate card for current tape costs.)

Prep Costs:

All films should be telecine prepped. This means that before telecine, when your film is processed, it is important to ask the lab to "telecine prep" the elements you wish to transfer. This should include:

• Camera rolls assembled
• Each roll punched at plus 00 KeyKode frame (not in the picture)
• Heads out
• At least 12 feet of leader on the head and tail
• Ultrasonic cleaning

If, prior to the session, clients request additional leader, rewinding, or assembly they will be billed at a rate of $35.00 an hour. Please note that once the session has begun all time will be billed at the regular telecine transfer rate. This means that if we discover your film requires prep at the beginning of the transfer this service will be billed at the clients transfer rate. Clients are responsible for requesting film prep in advance when needed.

Video Dubbing:

The Telecine suite is capable of dubbing video material between Beta SP, Digital Beta, DVCAM, 3/4”, and 1/2” video. Please see rate card for a listing of dubbing prices.


Payment:

Clients will be required to pay for their telecine bill when they pick up their print and tape(s). Students will have three options for paying:
